As taughtdemonstrated by the successful national and foreign experiences, a diverse, competitive consultative system for strategy-making should be built, through work in the following several aspects:
From the outset, executing the plan of intellectual reserves to manifest the impact of professional academics. Firstly, a broader perspective should be adopted to concentrate quality people, from expert scholars from universities, intellectual research officers from the government, to talents from the political consultative conferences and organisations in the community. In doing so, a high-standard effective brainbrains trust would be constructed.
Secondly, persisting with the principle of professionalisation through a coalition of personnelspersonnel. Both the research officers once with outstanding achievements in different levels of work, and prominent entrepreneurs with high-performanceshigh performance in the competitive markets, should be recruited for the advisory work.
Thirdly, strengthening the cooperation with high schools and technology academies in their curriculums. Under a combined consideration of the central notion of the annual work and the government’s focal point, the ways of establishing close ties should be examined. This means a cardinal research subject, which arethat is inter-departmental, inter-industrial and inter-disciplinary, for fostering collaborative relationships with high schools and technology academies in the long run.
